Time Warner Cable is seeking a Regional VP/West – Government Relations.  This position will report to the SVP-Government Relations and will be based in either Sacramento, Calif. or Los Angeles.

This position will oversee and direct the local and state (both legislative and regulatory) government relations activities in California and Hawaii, with special emphasis in California.

Time Warner Cable owns and manages cable systems passing approximately 26 million homes in 33 states.

LOCATION:  Los Angeles or Sacramento, CA

The Company's history has been one of innovation, including pioneering fiber-coaxial technology that set the industry standard and launching the nation's first high-speed Internet service, Road Runner, in 1996. Time Warner Cable leverages its leadership in innovation and quality customer care to deliver other advanced products and services such as video-on-demand, high-definition television, and digital video recorders, and also delivers innovative communications solutions to business customers. 
 
DESCRIPTION: 

The position will oversee and direct the local and state (both legislative and regulatory) government relations activities in CA and HI, with a special emphasis on CA.  He or she will oversee a team of individuals within the Western Region. The candidate should have existing relationships in CA with key legislative leaders and staff.   This position will serve to (1) represent Time Warner Cable interests in these States; (2) enhance the company’s presence with key officials and (3) coordinate with TWC’s DC office on legislative and regulatory matters. This role is ideally based in Los Angeles or Sacramento. Travel will, from time to time, be required based upon activities in the other States, meetings or conferences of key intergovernmental organizations and various TWC meetings. 

REQUIREMENTS: 

  • Oversee and direct Time Warner Cable’s local and state government relations activities in the Western Region with a particular emphasis on CA.
 
  • Monitor legislative and regulatory activities within the Western Region and actively participate by representing TWC in those proceedings.
 
  • Develop and implement programs to foster relationships with key officials and staffers including, but not necessarily limited to, a key contact program for each State.
 
  • Oversee TWC PAC activities in the Region to maximize employee participation as well as managing any TWC State PAC.

 

  • Direct a comprehensive TWC grassroots effort to enhance employee involvement on issues that might impact TWC.
 
  • Participate along with other TWC employees in third-party intergovernmental organizations through attendance at key meetings and conferences.
 
  • Work closely with TWC’s Washington office in developing public policy positions, coordinating relationships with the Congressional delegations from TWC service areas, and maximizing TWC PAC resources.
 
  • Work closely with the NCTA and the various State Cable Associations to represent TWC’s interests.
 
  • Work closely with Corporate Public Affairs to ensure TWC’s positioning and messaging in the Western Region is consistent with the company's broader national agenda.
 

QUALIFICATIONS: 
 

  • A BA or BS degree in public administration, political science or communications is desired. A Masters Degree is preferred. Alternatively a JD.

  • A minimum of 5 years government relations or public affairs management or equivalent experience is required, including a minimum of 5 years supervisory experience.

  • Working knowledge of applicable federal law, including FCC regulations, is desired.
 
  • Must have thorough understanding of the legislative process.

     

  • Good computer and computer software skills are needed. 
 
  • Strong analytical skills and attention to detail are essential.

    

  • Excellent organizational skills and the ability to handle multiple projects and meet timelines with minimal supervision are essential.

  • Must have the ability to work flexible hours as required, including evenings and weekends.
 
  • Excellent oral, written and interpersonal skills are necessary to interact effectively within TWC as well as external audiences.
